Allow minimum_protocol_version to be selected

As per discussion with Russ, An external company did an assessment of onlinegiving, and we were flagged for supporting TLSv1.0 and 1.1. PCI DSS appears to forbid versions of the protocol lower than 1.2.

We have few sites that might go through similar assessment. So, having the option to select the protocol version might be helpful
