Freeze top banner while scrolling

I'm not sure if this is possible, or whether it meets good user experience guidelines, but it might be nice if the top banner could be "frozen" in place the same way the top row of a spreadsheet can be frozen, so it is viewable no matter how far the user scrolls. This would enable immediate access to other communities and collections, various searches, and the help pages.
