CREST-12654 Upgrade (Python) UI FT Pipeline Gitlab Runner to a more powerful machine tier

The following comment shows the current execution plan when running terraform plan. I'll wait to apply it until tomorrow just in case it does accidentally tear down the current gitlab runner which I'd like to keep running as a benchmark.
