CREST-10231: add issuerUrl to be used to obtain OpenID configuration resource

This work adds support using the OAuth Token Issuer's OIDC configuration as an alternative to explicitly specified authentication and token exchange endpoint URLs.

Note: Someone inadvertently added IDE metadata files to the repository at some point in the past. This MR includes a commit to clean that up.
