I think we're ready to go @rquintin. It looks like we were already reading the service viewer state, but just providing the ability to manipulate it. I've run through a variety of tests locally and everything seemed to work as expected.

It does look like services are automatically added to groups for which they are a viewer, so I used the same trick you did for admins.
