The output that renovate generates is different from what the version of
npm we're using generates.

- Moved jasmin-jquery back to pointing at git.  The version on NPM is
not the same because they made more changes to 2.1.1 before releasing it
to NPM.

- Run `npm install` locally because it produces slightly different
output than renovate which causes the quality tests to fail.

Catch other changes to the lock file that should have been made.

Removing the Deprecated the 'external_auth' package in favor of 'third_party_auth' which is the current recommendation.

also move mockprock (dev only proctoring service)'s JS to
devDependencies

also manually increment edx-proctoring version, since that's all we
wanted to achieve with this

Also package lock was tricky in how specifically it wanted to be
updated

also ensures that our proctoring JS will run through babel, even while
we have npm dependencies installed on a local-only basis

Dashboard header was missing aria-current and
aria-selected attributes causing no information
exposed to screen reader about selection.This
would enable such info to be passed to screen
reader
