Create Virginia Tech University Libraries brand compliant theme for DSpace 7

The current theme with maroon and orange colors was created for initial testing and experimental purposes only. We need to create a Virginia Tech theme that is compliant with the modern library branding guidelines.

Jennifer is working on this in the JLGAngularBranch.

I'm closing this issue; Jennifer has done much of the work on the theme, and the JLGAngularBranch has been merged into vt_7_x_dev.

Any remaining adjustments to the theme are being tracked with additional issues in this project.
