Going to invalid URL shows "empty" page instead of error message

As an example, this URL: https://vtechworks-dev-ds7.cloud.lib.vt.edu/adsfsadf/ brings up the following page, which has our header and footer but is otherwise blank.

Compare with the 404 error as seen at https://demo.dspace.org/qwertqwerqwerqwer.

It's not clear yet what the priority should be for this issue, so I've set it to the default To Do, but it might be raised or lowered.
