The toggle state report could not be shared with other IDAs. Here we make use
of the newly available report from edx_toggles, and customize it to add data
from WaffleFlagCourseOverrideModel.

fix: enterprise 3.18.6 | The update_role_assignments_with_customers command no longer updates records.  It only creates new records, which helps de-risk the operation.
